01The claim
That American schools, in deference to students who identify as animals, have placed litter boxes in bathrooms — offered as evidence that accommodation of gender identity has reached the point of absurdity.
02Where it came from
The claim surfaced in Michigan in January 2022, when a parent raised it at a Midland Public Schools board meeting; the superintendent denied it the same evening. It then spread through the specific mechanism that makes it durable: it was repeated by people with standing. A Nebraska state senator, Bruce Bostelman, described it on the legislature floor before retracting it on the same day, saying he had been told it was true and had not checked. Versions were repeated by candidates and legislators in Colorado, Minnesota, Tennessee and Ontario. Each repetition cited a different school, always at one remove.

NBC News ran the checkable version of the story: take every named school and ask. It found more than twenty distinct claims across at least fourteen states, and not one district that had installed a litter box for a student. Associated Press and PolitiFact reached the same result independently. The Midland superintendent, the Nebraska senator and several school boards issued direct denials.
There is a small factual kernel, and it is worth stating because it explains the story's persistence. Some American schools do stock cat litter — in sealed buckets, as part of lockdown kits. The litter is there because students may be confined to a classroom for hours during an active-shooter drill or event and will need a toilet. Several districts confirmed that a bucket of cat litter exists in their classrooms for exactly that reason, and at least one of the rumours can be traced to a student seeing one.
That inversion is the entry's point. The true fact underneath the false claim is not indulgence of an identity; it is a country that equips classrooms for a massacre.
04What it cost
The claim was used in legislative debate and campaign advertising as evidence for restricting how schools handle gender identity, in states where such bills were live. School boards and named superintendents received abuse over an accommodation none of them had made. It is a clean example of a claim whose function is entirely rhetorical: it does not need to be true to do the work it is doing, which is why correcting it changed almost nothing about its circulation.
