Operation Northwoods
In 1962 the Joint Chiefs of Staff signed off on a menu of manufactured provocations — staged attacks, faked casualties, a remotely destroyed aircraft — to justify invading Cuba. Secretary of Defense Robert McNamara and President Kennedy rejected it. The document was declassified in 1997.

01The claim
That the American military leadership formally proposed staging false-flag terrorist attacks against American targets and blaming Cuba, in order to create public support for a war.
02Where it came from
Northwoods emerged from the wreckage of the Bay of Pigs. Through 1961–62 the Kennedy administration ran Operation Mongoose, an escalating campaign of sabotage and subversion against Castro's Cuba, and the Joint Chiefs were asked to produce options for a pretext should direct intervention become desirable. On 13 March 1962 Chairman Lyman Lemnitzer forwarded a memorandum titled 'Justification for US Military Intervention in Cuba' to Secretary McNamara. It is a working document, not a rumour: typed, numbered, and signed.
03What the record shows
✓ CONFIRMED — It happened. The documents exist.
The memorandum was released in 1997 by the Assassination Records Review Board, an independent body created by Congress, and is held at the National Archives. It proposes, among other options: sinking a boatload of Cuban refugees, real or simulated; staging the shoot-down of a chartered civil airliner substituted for a drone; a 'Remember the Maine' incident in which a US ship is blown up in Guantánamo Bay; and a campaign of terror in Miami and Washington attributed to Cuban agents. On casualties, the text is explicit that they would serve a purpose — the memorandum states that 'casualty lists in U.S. newspapers would cause a helpful wave of national indignation'.
What the document does not show is any execution. McNamara rejected the proposals; Lemnitzer was not reappointed as chairman when his term expired later that year. No element of Northwoods was carried out, and no evidence has ever emerged that any part of it was attempted. Anyone citing Northwoods as proof that a specific later attack was staged is making an argument the document does not support — it proves such a plan was once written and refused, which is a different and more precise thing.
That precision is the reason Northwoods belongs here as CONFIRMED rather than as ammunition. It establishes capability and willingness to propose. It establishes nothing about any other event.
04What it cost
Northwoods is the single most cited document in modern false-flag argument, invoked constantly in claims about 9/11 and about mass shootings. Its actual lesson runs the other way: the plan was written, reviewed by civilian authority, and killed — which is what oversight looks like when it works. The 1997 declassification also demonstrated that records review boards produce disclosures that voluntary agency release does not.
