Weather modification exists, is licensed, and produces effects at the edge of detectability. The gap between that and directing a hurricane is roughly the gap between a garden hose and a river — and every major flood now produces a wave of claims that someone did it deliberately.

01The claim

That governments or private actors deliberately create, steer or intensify storms, floods and droughts, targeting specific regions for political or economic ends — cited after events including Hurricane Katrina, the 2021 European floods, the 2023 Libya dam collapse and the 2024 Atlantic hurricane season.

02Where it came from

Cloud seeding was invented at General Electric in 1946 by Vincent Schaefer and Bernard Vonnegut, who found that silver iodide and dry ice could nucleate ice crystals in supercooled clouds. Militarised use followed: Operation Popeye, run over the Ho Chi Minh Trail from 1967 to 1972, seeded clouds to extend the monsoon and was concealed from Congress until exposed in 1971 — a genuine, confirmed weather modification conspiracy, and the ancestor of every claim in this entry. Its exposure produced the 1977 ENMOD Convention banning hostile environmental modification.

03What the record shows

The distinction that matters is between nudging a cloud that already exists and creating weather. Cloud seeding requires a supercooled cloud already present, and can under favourable conditions increase precipitation from it by something in the range of 5–15%. The 2020 SNOWIE experiment in Idaho is the strongest demonstration to date, using radar to trace seeding signatures directly, and it measured small, localised, real effects. Reviews by the American Meteorological Society and the National Academies consistently find the operational benefit hard to quantify and modest where present.

A hurricane is a different order of object. Its energy release is on the order of 10^19 joules per day, comparable to a substantial fraction of world electricity generation for a year. Project Stormfury, a serious US government attempt to weaken hurricanes by seeding between 1962 and 1983, was abandoned because the hypothesis failed: the storms did not contain enough supercooled water for the mechanism to work, and observed changes were indistinguishable from natural variation.

Solar radiation management proposals, the closest thing to genuine climate intervention research, are modelling studies and small-scale experiments. No deployment exists, and the proposals are global and slow-acting by design; they contain nothing resembling a targeting capability.

Where claims attach to particular disasters, the specific mechanisms proposed are usually falsifiable and false: seeding operations were not licensed in the region, or occurred hundreds of kilometres away, or the storm formed over ocean beyond any aircraft's operational range.

04What it cost

The pattern now follows every major flood: within hours, claims that it was engineered, followed by harassment of meteorologists and of emergency services. After the 2024 US hurricanes, National Weather Service and FEMA staff received threats serious enough to alter response operations in affected counties. The cost is not abstract — it degrades the credibility of the warnings that keep people alive during the next storm.
