HAARP
HAARP is a real ionospheric research array in Alaska, once military-funded, now run by a university and open to visitors. The claim that it steers hurricanes and triggers earthquakes fails on the numbers by many orders of magnitude.
Why this verdict
Debunked by the facility's published physics and open operations: HAARP heats a patch of the ionosphere 100 kilometres up with less power than a commercial radio station radiates, and cannot couple to weather systems in the lower atmosphere.

01The claim
That the High Frequency Active Auroral Research Program is a weather and geophysical weapon capable of generating hurricanes, floods, droughts and earthquakes, and of affecting human cognition through low-frequency emissions — and that its research description is cover.
02Where it came from
HAARP was built at Gakona, Alaska from 1993, funded by the Air Force, Navy and DARPA, to study the ionosphere — the region where radio propagation, GPS signals and satellite communications are affected by solar activity. Its secrecy was minimal but its appearance was suggestive: 180 antennas in a remote clearing, military money, and an Air Force–Navy programme description written in technical language. Nick Begich's 1995 book Angels Don't Play This HAARP supplied the weapon narrative, drawing on Bernard Eastlund's patents for ionospheric heating, and it was subsequently attached to essentially every natural disaster, including the 2010 Haiti earthquake and Hurricane Sandy.
03What the record shows

The arithmetic settles this. HAARP's transmitter array delivers 3.6 megawatts, and the energy that actually reaches the ionosphere heats a region roughly a few tens of kilometres across by a few degrees, transiently. A single moderate thunderstorm releases energy comparable to several atomic bombs; a hurricane's latent heat release is in the range of 10^19 joules a day, on the order of ten million times HAARP's total output if it ran continuously for a day. There is no physical coupling mechanism between a heated patch of plasma at 100 kilometres altitude and the troposphere below 15 kilometres, where weather occurs. Earthquake generation would require delivering enormous mechanical energy kilometres into rock, which radio waves cannot do; they are absorbed within the top layers.
The research itself is published. Peer-reviewed papers from HAARP campaigns cover artificial airglow, ionospheric irregularities, and extremely low frequency generation for submarine communication research — the last being the actual, mundane military interest. The Air Force transferred the facility to the University of Alaska Fairbanks in 2015, which now runs open house days and takes proposals from outside scientists. Similar heating facilities operate at Tromsø in Norway, at Arecibo before its collapse, and in Russia; none has been alleged to control weather, and none is meaningfully different.
A 2016 open house drew visitors including sceptics; the operators' standing invitation to inspect the site is not what a weapons programme does.
04What it cost
HAARP's most measurable effect is rhetorical: it gave weather-disaster claims a named, photographable villain. Venezuelan president Hugo Chávez and other officials have publicly blamed it for earthquakes, and it appears in legislative debates about weather modification. The facility's transfer to a university has not reduced belief, which is instructive — the transfer was itself read as a cover.
